Upload new firmware

Publishes straight to the live server — same effect as tools/publish_release.sh, from the browser. Needs the publish API token (prompted on submit).

Uploading the matching .elf here at the same time lets a crash dump from this exact build be decoded later, on the diagnostics page. The .elf itself is never downloadable again once stored — see that page.
